Rhode Island's HB 7269 was introduced in the 2026 legislative session but was deferred to 2027, where it will be reconsidered. Until Rhode Island passes plug-in solar legislation, the technology sits in a legal gray area: utilities can require interconnection review, permits, and fees, and there are no explicit statutory protections for consumers. If passed, the bill would clear these barriers, allowing small solar systems to connect to standard household outlets without utility approval, permits, or an electrician.
