Hawaii's SB 2902 was introduced in the 2026 legislative session but was deferred to 2027, where it will be reconsidered. Until Hawaii passes plug-in solar legislation, the technology sits in a legal gray area: utilities can require interconnection review, permits, and fees, and there are no explicit statutory protections for consumers. If passed, the bill would clear these barriers, allowing small solar systems to connect to standard household outlets without utility approval, permits, or an electrician.
Bright Saver's policy team is working to support legalization efforts across all 50 states, and we're planning to expand shipping to Hawaii once the state passes plug-in solar legislation.

What You Can Save in Hawaii
Hawaii's average residential electricity price is about 40.5 cents per kWh (EIA, 2026 average), the highest in the country. A 180 W kit generating about 270 kWh a year could save roughly $109 a year; a 360 W kit roughly $219.
Hawaii's electricity rates mean each kilowatt-hour the panel produces is worth more here than anywhere else. Once Bright Saver expands shipping to Hawaii, the kit would pay for itself faster than in any other state.
